why does air leak out of the valve stem of a tire when taking the cap off?

You could hear a hissing noise of air coming out of the valve stem of a tire when removing the cap covering the valve stem. It’s the same thing that happens when you press on the valve stem a certain way to release extra air when adding air to tires, except with this tire I have, the cap is taken off and air comes out automatically. What could cause this? Could it be fixed?

I would not like to have to change tires twice a year but have better winter performance. I would like to know if any tires that are all season perform particularly well in the winter, or if there is a winter tire that is ok to use during the summer months where we top out about 90 degrees, but don’t get alot of rain.
