How much is it to replace the stem valve of a car tire?

Is it safe to drive on a tire rim that has a 2 inch chunk broken off the rim?

Just before I found out it needs at least 4000 dollars of work on it, I put new tires on it. It doesn’t run, has a crack in windshield. Can I get anything out of it at all and who would want it?
