By California law is a used car dealership required to sell a car with a spare tire, or owners manual?

The city is San Diego, so the coldest it will get is 50 degrees.

Normally if i was at my house this would be an easy fix, but since i am not i dont have any means of getting my air compressor or air tank. They are 4 hours away. I was wondering if anyone had any GOOD ideas on how to inflate my car tire without obtaining a 55 dollar towing fee to a tire shop.
Sorry for not mentioning this, but the lugs on this thing are like glued on there … i need to get it to a shop just to get the tire off. I hate over tightened lugs!
