By California law is a used car dealership required to sell a car with a spare tire, or owners manual?

How much do these 17″ Five Star rims with and without the tires apear to be worth?

It was the tires causing the damage and I didnt want to have to drop a ton of money for the tires when I can just go back to stock for a lot cheaper
